Forum Obywatelskiego Rozwoju [Civil Development Forum] is a non-governmental organization and think-tank established in 2007 by Prof. Leszek Balcerowicz. The mission of FOR is to increase active support in the society for a wide range of individual liberties (especially economic freedom) and, consequently, to strengthen the level of the rule of law.

FOR prepares reports and analyses on the economy and law, and actively participates in the public debate. FOR experts speak out on the most important issues regarding Poland’s development and are active in traditional and social media. FOR participates in consultations of legal acts, the works of parliamentary committees and evaluates the proposals of political parties, based on research, the experience of other countries and comparative analyses. The Foundation is also active in the area of economic and civic education. FOR is a member of many coalitions, e.g. the Justice Defence Committee (KOS), as well as networks of liberal NGOs, e.g. 4Liberty.eu, EPICENTER and the Atlas Network. FOR is undoubtedly one of the best analytical organizations in Poland, whose work is worth observing and supporting.
